White art paper, kraft paper, or solid wrapping paper

Dry sponge
Craft paint
Cut dry sponge (sponges with tiny holes work the best) into irregular shapes. Dip sponges in paint, squeeze excess paint out and blot onto paper. You can stamp each sponge several times before re-dipping in the paint.
This even dresses up plain newspaper wrapping!
